Yes, I think it started as a splinter group (or splinter guy) who got fed up with SSP and wanted to create something better. There's great content on both sites, but they both use the same forum software which apparently only offers RSS at a thread level and not at a post level, which makes them both less convenient to read than I'd like. But they're both good sites.
Up until recently, the SkyscraperPage forum for Waterloo Region was the go-to place for discussion of development and urban issues. Wonderful Waterloo was started for the same purpose, but with the intention of getting away from the endless and petty Kitchener versus Waterloo versus Cambridge arguments that kept popping up at SSP. The new forum also has local moderators, as opposed to the virtually nonexistent moderators at SSP. I believe most regulars and most discussion has moved to Wonderful Waterloo.
So basically, it's a forum for discussing what's being built, urban policy, transit, and other things of relevance to urban issues in the region. People tend to use threads to aggregate information on projects via articles, newsletters and such, to post photos of ongoing development, and (more recently) to document and discuss meetings of interest.
(On an unrelated note, this comment box seems to be missing some basic functionality, like copy/paste, arrow keys, etc. What's up with that.)

as for the functionality... we're keeping it lo-fi over here for now. but funny you should ask, i'm meeting with someone tonight to help on that front.
I used to blog on other city sites for the past few years but got fed up with a number of their issues (lack of local moderation, social conservative views regarding sexuality and multiculturalism, local civil wars, etc..) and decided we needed a real forward-looking site for the region. That's why I started Wonderful Waterloo. It's a place to discuss urban development, transportation projects (such as Light Rail Transit and the airport) and contains high quality local photography focusing on the Regional Municipality of Waterloo.
The goal is to urbanize, diversify and create a prosperous Waterloo Region.
Unfortunately I couldn't make it to Culture Camp; but I am involved with tri-Pride, part of Kitchener's Tapestry Festival.
